The draft resolution containing the proposals were placed at subject committee meetings on Friday evening attended by Congress steering committee members including party chief Mallikarjun Kharge and former chiefs Sonia Gandhi and Rahul Gandhi. It will be placed for the plenary’s endorsement by Sunday. Some members expressed apprehension on whether additional regional Congress committees would clash with working of AICC and PCCs. Whether this proposal, hence, would get through finally remains to be seen.
The draft political resolution hails Bharat Jodo Yatra, the role Rahul Gandhi played in it and stressed the need to follow it up with follow-up actions. One of the proposals is to create more panels at grassroots to strengthen the organisation. There is also a proposal for endorsement of many suggestions made in Udaipur, including adhering to ‘one-family-one-ticket’ norm and tenure cap for organisational posts.
The draft calls for revival of statehood for J&K and stresses there was a historic reason why the now defunct Article 370 was incorporated. It accuses the Modi government and RSS-BJP combine of capturing institutions and targeting constitutional institutions. The draft also raises questions on the trustworthiness of EVMs. It has been suggested that Congress should take up many environmental and green projects, keeping in mind the new generations’ sensitivity.
The draft economic resolution proposes a denouncement of crony-capitalism, which the Modi government has been accused of promoting, in the context of the Hindenburg-Adani issue. The draft is believed to have also asserted Congress’ continuing and unwavering commitment toreforms and liberalisation but stressed the importance of the public sector in many sensitive areas.
The resolution also calls for extending GST compensation to states for another five years. It also favoured increasing credit limits for states. The draft resolution on youth and farmers laments the unemployment and agrarian crisis and demands concrete steps for employment generation and for increasing prices of farm produce. It demands MSP be linked to market rates, increase subsidies on urea and others. It accuses the Modi government of diluting provisions of the UPA government-enacted MGNREGA and land acquisition Act and demands restoration of the original provisions.
